Does a rental have to meet minimum standards before it's advertised?

    Updated 9 October 2026

    The short answer
Yes. Since 25 November 2025, a Victorian rental property must meet the minimum standards before it's advertised, not just before a renter moves in. On the electrical and heating side, that means a modern switchboard with circuit breakers and safety switches, a working energy-efficient fixed heater in the main living area, and lighting that makes every room usable. Check these before the listing goes live.

    Switchboard and safety switches

Since 29 March 2023, all power outlets and lighting circuits in a rental must be connected to both a switchboard-type circuit breaker and a switchboard-type safety switch. Many circuit breaker boards can have safety switches added. Older fuse boards may need replacing, and a new main switchboard can't be switched on until a licensed electrical inspector has inspected it, so allow time before the photos and open inspections.

Look for damaged power points and switches too. Energy Safe Victoria says a loose, cracked or broken power point shouldn't be touched or repaired; it needs replacing by a licensed electrician.

Heating in the main living area

There must be a fixed heater, not a portable, in good working order in the main living area, and for agreements entered into from 29 March 2023 it must be energy efficient. That includes a non-ducted air conditioner or heat pump rated 2 stars or above, or a ducted system with an outlet in the living area. Run the heater before listing. A unit that blows cold or trips the safety switch is better found now than by a new renter in July.

Lighting and the rest of the list

Rooms, corridors and hallways need enough light to be usable, with artificial light at night. Replace failed globes and dead fittings, including the light at the entry. Rooms likely to be bedrooms or living areas also need curtains or blinds that close, block light and give privacy.

The minimum standards cover more than these items, including locks, the kitchen, bathroom, ventilation, and mould and damp, so work through Consumer Affairs Victoria's full list. A vacant property is also the easiest time for the two-yearly electrical and gas checks and the annual smoke alarm check.
